Board Member Q&A: Carrie Angell
Meet Dr. Carrie Angell, one of our new Stelos Alliance Board Members! Carrie is the President/CEO of the Better Business Bureau serving the Heart of Texas. Along with supporting Stelos, Carrie is a part of multiple Texas State and University of Texas alumni organizations, Austin Rotary, American Society of Association Executives (ASAE), St. Andrew’s Anglican Church, Austin Pet’s Alive and World Vision.
Carrie is the founder of the Hall and Angell Family Scholarships.

Carrie Angell, EdD, MPAff, serves as President and Chief Executive Officer of Better Business Bureau Serving the Heart of Texas (BBB HOT), where she is dedicated to building trust between consumers and ethical businesses. In addition to leading BBB HOT, Carrie oversees the BBB’s Foundation for Better Business, a charitable organization supporting small businesses, and Heart of Texas Business Services, a for-profit enterprise providing essential tools for business success
Carrie’s professional journey began as a television news reporter specializing in investigative journalism. A proven background in media and research led her to corporate communications roles, where her community and team-building expertise set the stage for her rise to executive leadership. During her time leading the organization, Carrie quickly distinguished herself throughout the BBB system for her strategic planning and organizational transformation expertise, elevating BBB HOT to international prominence. As a result of her efforts, BBB HOT grew into the third-largest BBB globally with over 15,000 Accredited Business members, an annual budget exceeding $15 million, and assets surpassing $14 million.
In 2024, Carrie earned a doctorate in education from the University of Southern California, specializing in organizational change and leadership. Her dissertation, Factors Fueling the Texas Construction Personnel Shortage: A Comprehensive Examination of Stakeholder Views and Influences, highlights her commitment to addressing critical challenges facing small businesses in Texas
Recognized as one of the best CEOs by the Austin Business Journal and the Austin Chamber of Commerce, Carrie’s capacity to lead organizations into the future has been continually recognized by various community and business associations. As a champion of innovation and change management, she has overseen six acquisitions of neighboring BBB offices, exponentially increasing the resources available for mission achievement throughout the Lone Star State.
Under Carrie’s guidance, BBB HOT has earned numerous accolades, including being named a Top Workplace by the Austin American-Statesman, a Top 50 Best Nonprofits to Work For by The NonProfit Times, and one of Texas Monthly’s 100 Best Places to Work in Texas. Her exceptional community service and direct impact on the livelihood of Texas residents was recognized with her distinction as a “Yellow Rose of Texas” by Governor Rick Perry. With a head for business and a heart for service, Carrie led her organization to partner with the City of Austin during the COVID-19 pandemic to administer over $40 million in grant funding to local businesses and nonprofits, providing financial relief during a period of mass disruption. The Austin Business Journal recognized her achievements with an Inspiring Leader award.
Carrie’s influence extends far beyond organizational accolades and Texas state lines. She has held interim CEO roles for BBBs in Tulsa and Fort Worth and served as the international BBB CEO during the brand’s centennial year. In this role, she represented BBB in national media, participated in the ringing of the closing bell at the NYSE, and laid a wreath at the Tomb of the Unknown Soldier at Arlington National Cemetery. For her contributions to the BBB brand, she was honored with the BBB Meritorious Award, and an annual brand award was created in her name
A proud graduate of Texas State University, Carrie was named a Distinguished Alumna in 2019. She also earned a master’s degree in public affairs from the University of Texas at Austin’s LBJ School of Public Affairs, graduating from its Executive Master’s Leadership Program in 2020. In addition, she is a graduate of the FBI Citizens Academy and the Disney Institute for Leadership.
As a native Austinite, Carrie enjoys spending time on Lake Travis, volunteering with local nonprofits, and visiting her grown son, Trevor. Her unwavering dedication to learning, leadership, and community service continues to inspire and empower those around her.
